How It Works
Drag your files onto the panel or press Add PDFs to pick several at once. Each one joins the list with a picture of its first page, its page count and its size, and you can drop more in at any time.
Use Move Up and Move Down, or drag a row by its handle, until the list reads top to bottom the way the finished document should. To take only part of a file, type its pages in that row: 1-3, 7 or 2- or odd.
The merge runs as soon as the list settles and shows the page count and size of the result. Press Download to save it, or Publish A Share Page to put a summary of the merge on a free link.

This is a PDF merger that never sends your documents anywhere. Add the files you want to join, arrange them, and the merged PDF is built inside this tab and handed straight back to you as a download. Every row shows a thumbnail of its first page, so you can tell two similar scans apart, and the panel shows the page count and size of the result before you save it.
Almost everyone who needs to combine PDF files is holding paperwork rather than code: an invoice plus the terms that go with it, a signed contract that came back as three separate scans, a passport page and a bank statement for an application, chapters of a report from four different people. Handing those to a website that uploads them first is a genuine privacy problem, and it is why this one works locally.
Two libraries do the job in your browser. One reads each file and draws the first page as a picture for the list; the other copies the pages you selected into a new document and saves it. Each file is read once and kept in memory, so reordering or changing a page range rebuilds the output without reopening it. Page size and rotation come across untouched, which means a mixed pile of A4 portrait and A3 landscape pages merges as-is instead of being squashed onto one size. Nothing is uploaded; the only request this page makes is when you press Publish.
A password protected PDF cannot be merged: that row says so and the other files still merge, so open the locked file in a reader, save an unlocked copy, and add that. Bookmarks, the document outline and digital signatures do not survive being rewritten into a new file, and interactive form fields may lose their behaviour, so flatten a filled-in form before merging it. Very large documents are limited by the memory your browser has, which is much less on a phone than on a laptop. A merged PDF is often the thing you are about to send someone.
