How It Works
Drag JPG, PNG, WebP, GIF, BMP, AVIF or SVG files onto the drop zone, or press Add Images to pick several at once. Every file appears in the list with its dimensions and size, and you can keep adding more later.
The list is the page order. Use the up and down arrows on a row to move an image, or the cross to drop it, and watch the preview of page one redraw each time.
Pick Fit To Image, A4, Letter or Legal, set the orientation and margin in Options, then press Download PDF. Publish A Gallery puts the same images on a free live link.
About This Tool
Combine images into a PDF in the right order, at the page size you need, without installing anything or handing your files to a server.
This image to PDF converter takes the photos, screenshots and scans sitting in your downloads folder and writes them into a single document. Drop them in, drag the order right, choose whether each picture gets its own page or several share one, and download. JPG to PDF and PNG to PDF are the common cases, but anything your browser can open works, including WebP and AVIF exports, HEIC photos in Safari, and SVG logos.
Most people who need to convert images to PDF are not developers. They are sending a landlord four photos of a leak, attaching receipts to an expense claim, turning a phone scan of a signed form into something a portal will accept, or handing a client a tidy set of design mockups. Forms and upload boxes ask for one PDF; cameras and screenshot tools give you a folder of separate files. This closes that gap in about ten seconds.
Everything happens in this tab. The pages are written by pdf-lib, which the page fetches only when there is something to build, and the preview is not a mock-up: the finished PDF is opened again with pdf.js and its first page is drawn back for you, so what you see is the file you will download. A PDF can only carry two kinds of picture, JPEG and PNG, so those two are copied in byte for byte and never re-compressed. Everything else, WebP, AVIF, GIF, BMP and SVG, is decoded onto a canvas and converted first, to a PNG when the image has transparent areas and a JPEG on white when it does not. Files are read one at a time so a batch of large camera photos does not exhaust memory.
Fit To Image gives every page the exact size of its image at 72 dpi, which is what you want for screenshots and comic pages. A4, Letter and Legal centre each image inside the page with its aspect ratio kept, turning the sheet sideways automatically for landscape pictures, and Fit As Many As Possible stacks images down the page for a contact sheet of receipts. The real limits are memory and patience: a hundred 50-megapixel photos will make your browser work hard, and the PDF is roughly the sum of the images that went into it, so shrink them with the Image Compressor first if the result needs to fit in an email. Going the other way, PDF To Image turns pages back into JPG or PNG.
A PDF is a good attachment and a poor link. Publish A Gallery makes a small web page of the same images in the same order, on a free OxyPages address with HTTPS already on, without an account.
