How It Works
Drag a PDF anywhere onto the panel, or use Open PDF. Every page appears as a thumbnail already showing the rotation stored in the file, so what you see is what a reader sees.
Use the arrows under any thumbnail to turn a single page. Click thumbnails to select several and use Rotate Left and Rotate Right on those, or leave nothing selected and those two buttons turn every page at once.

About This Tool
Turn sideways or upside-down pages the right way up, one page or all of them, and download a file that opens correctly everywhere.
Every PDF reader has a rotate button, and almost none of them keep what it did. You turn the page, you close the file, you send it to someone, and it arrives lying on its side again. This tool is the other kind: it writes the angle into the document, so the fix travels with the file. Drop a PDF in, turn the pages that need it, download the result.
Each page is shown as a thumbnail with its own rotate-left and rotate-right arrows. Click a thumbnail to select it and turn several pages together, or leave nothing selected and the Rotate Left and Rotate Right buttons in the bar turn the whole document at once, which is what most people want when a scanner fed every sheet the same wrong way round.
Mostly people who did not create the file. A contract that came back from a scanner, a receipt photographed on a phone, a set of lecture slides, a form a council emailed out. You are not going to install desktop software to turn PDF pages a quarter turn, and you should not have to hand a signed document to a website that wants your email address first.
Two things happen in your browser and nothing happens anywhere else. Mozilla's pdf.js draws each page once, at whatever rotation the document already declares, so a page that arrives sideways looks sideways here too. After that, turning a page is a CSS transform on the picture, which is why it is instant even on a long file. On download, pdf-lib re-opens your original bytes, stamps the new angle onto the pages you changed and hands the file straight back to you. The document is never sent to a server, and the only network request this page makes is if you press Publish.
Rotation is a multiple of 90 degrees, because that is all the PDF format stores; there is no way to straighten a page that was scanned five degrees crooked. Password-protected files cannot be re-saved and will say so. Very large scans take a moment to draw their thumbnails, since every page is rendered properly rather than guessed at. If you need to remove pages as well, use the Split PDF tool, and Merge PDF if you are joining files back together afterwards.
A straightened PDF often needs to be sent somewhere, and an attachment is a poor way to do it.
